    No, never heard of that, send me some links. I don't know that it's necessarily a democratic plan so much as it is a gradual weaking of non-government secondary institutions. Think about this, the basic social structure prior to the industrial revolution revolved around the nuclear family. In 1800 the average american family ate 21 meals a week together, now they'd be lucky to get 7. The structure of our most basic non government secondary institutions has changed drastically in the last 150 years, and social norms and morals has yet to adjust to compensate. The fact that there are people in the government trying to bridge that gap isn't wrong from a moral standpoint, it's just futile. It's a stop-gap at best. Until society adapts to the new basic structure, the problems of consumer capitalist society will be un-solvable. It's not governments fault, and they're doing there best to fix it, but you can't heal wounds with money.
