They werne't resisting inspections. My college had a speaker, an ex UN inspector who worked over there durring the whole ordeal. While going over documents information about Saddam's method of moving around were discovered and the U.S. went ahead and secured them with orders to send more of the same if they came across more documentatin. Basicly, they broke UN law and prosedure. The entire department quit because of ethical differences.
