IPs have no geographical pattern, the 24.xxx.xxx.xxx range will probably be owned by some fat asian billionare who leases out all the following numbers to whoever pays most for them, wherever they are. Then of course there's the chance that this wanker is dialing in to his provider from half way round the world, his phone bill would be fucking huge, but arabs do it to bypass the strict filtering their governments imose on their ISPs to download porn.
