Its all doublespeak/doublethink, on one hand they want us to cut emissions and clean up the planet and on the other hand they want to keep using oil, a taxable, limited fuel supply and not put any money at all into research for better, more efficient power systems. Maybe they arn't that good, or maybe 'they' dont want to make them that good.
There has always been the "Big Oil" rumors like that there was a full size Cadillac built in the late 60s that was capable of 55mpg. But the Oil industry killed the patent. Thing is this type of technology would not be stoppable. And the incentive to make loads of cash by being the one to bring the technology to market to strong. I'm optimistic about the article myself however I simply pasted the counter opinion for balance. It is an interesting read.
