As for the tasers I think your right when there is a sensational report of some guy hit three times with the taser before finally being taken out with the fourth. It simply makes for a sensational headline. In reality three times the officers tried to get a good shot with the taser and finally made contact with skin the fourth time. Not that this is what happened just talking about how a sensational headline can be misleading.
