That story was heinous and disturbing enough that I thought I'd research it a little. It was originally published on Lifesite.netm on July 30th, 2007 (http://www.lifesite.net/ldn/2007/jul/07073008.html). Lifesite.net followed up on 8/2/07 saying that, due to pressure, the German government was pulling the offending brochure. I was unable to find any stories pertaining to this issue that did not originate with Lifesite.net and Michael D. O'Brien. There are no references to it of any kind on the Web that don't originate from this website and author. So far, I am viewing it as a report with a single source. I'm not saying it is untrue, but until/unless there is an unrelated source by which to at least confirm the basis of the story I'm going to view it with some skepticism. That is a major, shocking allegation and if there is a basis in fact I am extremely surprised that no other media outlet, left, right, or moderate, picked it up and investigated independently.

And Poland: I don't have anything against kiddies fiddling with themselves, but wouldn't actively encourage it or put the idea into their heads. I wouldn't discourage it either unless it became an unhealthy obsession, in which case introducing them to a diversionary hobby or passtime, like learning how to ferment their own jenkem might be useful. What a sick bastard. I would say this is likely a planted story. A real publication sneeked through to establish the case that this is government policy.
I've seen those links, and they both prove that the booklet exists, but the actual text of the booklet is not available online so as of yet I have not seen any sources which can confirm the original story about the text of the booklet. If you look closely at the story and link you provided, you will find that, again, the source is Lifesite.net. Many other sites picked up and carried the Lifesite story. It's an incredibly disturbing story... that a government in any nation, Western or otherwise, would promote incest and pedophilia. That's disgusting and shocking enough that I am having a hard time believing it, and would like to see another original source or other investigation besides Lifesite and Michael O'Brien before I believe it.
I appreciate your reasoning, but i think it's unlikely that someone would put their criticisms into a book and that major media would pick up on the story and air it nationally, and that the German government would firstly distance themselves from the publications then remove the booklets completely as a result of the criticisms (as well as the PDFs of the booklets from their official website) if this was just a wild exaggeration or fabrication by religious extremists. Here is a more reputable source on the subject: Spiegel online. And the author of the publication doesn't suggest it has been fabricated. Their 'defence' was that the parts cited were taken 'out of context'. Though i can't really see any context where fathers stroking their daughter's 'kitzler' is appropriate. At best, it promotes sexualisation of children (even from infancy) which in itself is disturbing. Description of the booklet by the official government website.
The Spiegel online article is one that I can accept as an independent source, and it lends credence to the original article; thank you. As for the major news sites, I was unaware that any of those I saw would be considered "major"; they all looked like agenda sites from what I saw, and O'Brien seems like a typical right-wing Christian propagandist; people publish all sorts of things in books, true or otherwise. Just pick up a Michael Moore book if you want proof of that...
Oh I believe it is likely the book managed to get passed the editing policies, that's just government buraucracy at its best. I just do not believe it reflects the with any accuracy of the people of Germany. And that’s not defending the Germans either. They are a weird bunch with a nasty accent and eat far too much radishes and pickled foods from my experience. He speaks for the odd .05 percent of the people who deserve a good ass kicking.
