Is this a valid means of reaching a hydrogen economy. I would think this method of producing hydrogen would be extremely dangerous, given that hydrogen is a 4 on the explosive/flammability index.

What method wouldn't be dangerous? Seems to me your concern is less to do with the method of production, and more to do with storage and transportation.

Storage and transportation would always be a problem, storing and transporting hydrogen is a problem now. I used to work as a metal finisher, many of our cleaning processes for anodizing and Cad plating produced hydrogen, and we would have an explosion every once in awhile just from static in the air. I'm wondering how they would have a mass scale production without the risk of explosion. Transportion and storage are entirely different issues. The only way I could think of them significantly improving the safety of it is if they found a way to produce the hydrogen in an innert form and then convert it into pure hydrogen. But I'm not aware of a way they could even do that safely.
