Iran attacks Israel with diplomatic immunity by using Hezbollah as a proxy. Same with the war in Iraq. Syria Hammas, Lebanon Hezbollah. So why would Russia not see an opportunity to negotiate an alliance with China and pump propaganda about a secrete society of thugs and gangster mysterious assassin. And assassinate people with diplomatic immunity. Hell its better than the embarrassment they have had so far getting caught red handed.
