Actually, you are right. I remember when I was with a Civil War Reenactments group, we'd use a standard amount of black powder, a smidge of vasiline(to hold the powder in), then a wadded ball of paper. We were warned that it would be dangerous/probably fatal to shoot someone with it at point blank range(at least a severe burn if nothing else).
