Yeah definately needs to be formated. I've seen that happen before. It's quite common. You could also try turning off your firewalls and disabling your antivirus as well.
And then i could continue by ensuring that everything is at the correct heat for operating efficiency by setting my PC on fire! WOOT!
The page code where the av should appear is referencing a valid-appearing filename in the proper path .../images/avatars folder. But the image doesn't display alone in browser when entering its full URL into address bar. So either the image is not actually in the target folder, it's there but under a different filename, or the image file got currupted in upload. Suggest you go in your Profile/Avatar c.panel, delete the current image, refresh to verify no av. image is currently selected. Then upload a fresh copy from local & make a test post. If still no luck, repeat but upload a different image. If this one displays, then there's something wrong with the first one. Delete from c.p. again, then locally - starting from source - make a fresh, resized/edited copy & try again.

Here I will walk you through the AVItar process.... 1) find large calibre handgun 2) load with appropriate ammunition 3) Place barrel of weapon in mouth aiming in an upwards mannor (aprox 40 degrres) 4) Pull trigger 5) repete as needed (or until you see your shitty avitar appear) I hope this helps...
