No, I wasn't clear enough. I was agreeing with you. Take a look at this picture: That would have been one hell of a ship anchor. The US has the technology to tap into these cables and spy on Internet traffic. (The USS Jimmy Carter for example) It makes more sense to me that they were cut to prevent the US from listening than it does for the US to cut the cables. How many of the countries that were affected have the capability to do something like this? Or is it just a matter of taking a couple boats out and dragging anchors around until you snag one?

I think the cables were cut in an attempt to censor the web feed coming in to the Midle East. I used audacity. It's free and easy to use. I converted old tapes to mp3. It was time consuming because I had to do each track separately, but it was cool to be able to drive around and listen to my old music. http://audacity.sourceforge.net/
